This paper reviews three types of smal-island planning problems: 1) general limitations--trade dependence and export concentration, declining aid and currency volatility, internal factionalism and policy impotence; 2) special natural resource management problems. fragility, propensity for natural disasters, colonial history of invasive monoculture; and 3) the peculiar difficulties of controlling tourism--mass scale, sun-lust coastal character, resort cycle dynamics and measurement problems.
